MBABANE – The government of Eswatini has responded to public complaints about service delivery in government offices by upscaling their performance management system (PMS).
Speaking during an interview, the Minister of Public Service, Mabulala Maseko said “we’ve received a lot of complaints from Emaswati about not being able to get help efficiently at government services, so the PMS will help us gain even better insights into the work.”
The minister emphasised that the upscaled PMS is objective, hence it will clearly indicate which employees are underperforming and which are overperforming. He highlighted this will help in promoting and demoting government workers fairly, with the goal of efficient public service delivery.
The Minister also said, “the PMS will help us determine which government departments are understaffed or overstaffed, in order to optimise the human resources budget”. Minister Maseko added that the employee budget is supposed to remain at no more than 25% of the operational budget, and it becomes a challenge because sometimes the human resources budget ends up at about 40%.
The Minister expressed his hope that the upscaled PMS will have positive impacts for public service delivery, as well as the government’s relations with global stakeholders interested in the country’s improvement in service delivery.
